Local view: Reinstating I-747 now practical choice

On Thursday the Legislature will have its first opportunity since 2000 to quickly reinstate a popular tax limit that was overturned by the state Supreme Court. Then it was $30 vehicle license tabs, now it's the 1 percent property tax limit created by Initiative 747.

When the high court ruled 5-4 against the I-747 limit on Nov. 8 it effectively restored the previous 6 percent limit on property tax levy increases. That jeopardizes a sizable amount of the $1.6 billion in property tax relief Washingtonians have enjoyed since approving the 1 percent cap in 2001.

Lawmakers want to be ready for rainy days

OLYMPIA -- Coming out of the wettest month on record and going into a new budget cycle with a budget surplus of nearly $2 billion, Gov. Chris Gregoire and top lawmakers are ready to set aside some of the windfall in a constitutionally protected rainy day fund.

The idea of setting up a rainy day account through a constitutional amendment was born last year on the Republican side of the aisle. Sen. Joe Zarelli, R-Ridgefield, brought it back this year. To his delight Democratic leaders are taking it seriously despite the fact that they control the governor's office and hold strong majorities in both chambers.

Zarelli's plan would require the state to set aside 1 percent of general state revenue each year -- currently about $120 million -- into a rainy day account that could be used only if the Legislature agrees with approval of 60 percent.
