Senator Mike Carrell represents the 28th Legislative District. A retired schoolteacher, Senator Carrell served in the House for 10 years before his appointment to the Senate in 2004. Mike has spent his time in the legislature helping troubled youth and keeping us safe from sex predators. Senator Carrell also serves as Deputy Republican Floor Leader. Mike is a life-long resident of the Tacoma area. He has three sons: Matthew, Larry and Carlton, and four grandchildren. Mike and his wife, Charlotte, live in Lakewood.

Landlord immunity issue forces repeal

A requirement that landlords tell tenants when they rent to people with criminal histories has killed a state law that was intended to make it easier for released offenders to find stable housing.
Now, while legislators look for another way to help offenders find places to live, victim advocates are pushing for more notification for neighbors of offenders.
Finding places for released offenders to live is one of the biggest factors in keeping them from committing new crimes, said Sen. Mike Carrell, R-Lakewood, co-chairman of a 2006 task force on offender programs, sentencing and supervision.
"Those critical days and months after somebody gets out of prison are the time -- if they're going to go back to a life of crime or going to go straight, it's then," he said.

"We have got a huge problem," Carrell said. "Ten years ago, 31 percent returned to prison because of new crimes, and today, a decade later, that number is 44 percent.
"The state of Washington is in a death spiral regarding recidivism rates. Continuing to do what we have done for decades simply is no longer keeping the people of the state safe."
